摘要 | In support of Taiwan’s military strategy of “resolute defense and multi-dimension deterrence,” the overall defense concept (ODC) has emerged as an official term of a campaign/theater-level operational concept which has potentials to be enriched in the years to come. Making Taiwan as a hard-to-conquer fortress with emphasis on asymmetric capability, the ODC addresses partial solutions to deter and fight against potential Chinese military invasion, but not necessarily enough to deal with military coercion or intimidation that short of war. Nor does the active duty-focused operational concept could be easily extended to support all-out civil defense or guerilla-type urban warfare. Net assessments on timeline, resources, logistics, national character, leadership and thirty-party involvement are critical factors to the implementation and popular support of the concept. The ODC is a new operational concept with great potentials to be further exploited. In fact, the concept has already been expanded from its original articulation and shown many future possibilities. |
