摘要 民營化乃國營事業現階段經營所面對之重要課題，有效地設計一套財務規劃系統以供不同經營決策之模擬分析實有其重要性，而因應Y2K時代之來臨，舊系統有效加以更新亦有其必要性。本報告乃先針對台電公司現有的財務規劃系統加以評析，台電公司現有財務規劃系統係於民國63年開始使用至今已有近25年之歷史，早期之規劃非常完備且是一套非常成功的資訊系統，但由於時空環境改變及Y2K來臨，此資訊系統之未來適用性必須妥善加以規劃，此外為因應民營化之趨勢，本研究亦從國外電力事業估算資金成本之模式及相關實例提出適用台電公司之模式。最後則提出一個適用於台電公司的長期財務規劃系統之建置架構及後續研究方向。 This research propose a financial planning system (FPS) for the Taiwan Power Company. The current financial planning system was established 25 years ago. Although the system has been very successful for years, due to the forthcoming privatization of Taipower and Y2K, reevaluation and possibly rebuilding of a new system is strongly demanded. This research first provide system analysis of the FPS and its model base is then proposed. We document the importance of providing interactive analysis of FPS. While identifying the key business environment parameters for the FPS, we document that the financial decisions will be very flexible because of the privatization of Taipower in the near future. Financial risk management function is also an important factor that should be considered in future development of the FPS.
