摘要 While the debate on whether there is an over supply of management information students becomes silent, a potential issue on the negative impact of offshore outsourcing on local employment has never been brought to table for discussion. Outsourcing has taken on new meaning for the American IT industry. While most companies have outsourced selected projects for many years, the growth in offshore outsourcing has exploded in size and expanded to include much more than basic back-office functions. Companies are now moving whole departments and complete business processes to countries like India, the Philippines, and China, to name a few, and displacing thousands of U.S. IT workers in the process. Given the cost savings, access to qualified workers, and an increasingly global marketplace, companies are faced with having no choice but to utilize the most efficient means available to improve profit margins, decrease production time, and capture innovative ideas in a highly competitive industry. However, there are operational management and governance issues to contend with. While some companies in Taiwan are initiating onshore or offshore outsourcing by offering jobs to foreign specialists, precautions have to be taken against possible negative consequences.
