摘要Since teacher union has been established, teachers’ voices has become loudly in Taiwan. In the past decade, it has seen the rapid development of teachers’ rights in schools. Whether teachers can balance their right and obligation properly or not is a matter for argument. This study aims to explore teachers’ perception on their rights and obligations. Four hundred high school teachers were invited to participate this survey to provide their opinions followed the selected 18 indicators. The collected interval data have been transformed by fuzzy means, defuzzification, and fuzzy distance. The results reveal that teachers viewed their right with high level of identifying and implementing “select teaching matters” and “join union”. Whereas, teachers assumed they should respect the students’ right of learning, which is the only indicator listed in high level of both. However, there is no indicator classified into the category of low identifying and implementing. This study found the largest gap between identifying and implementing among these indicators of rights and obligations is “teachers can exercise the right to strike”. The findings provide useful information to deal with the issues in schools.
