摘要 | Higher education massification and financial austerity have caused governments worldwide to demand greater accountability from public higher education institutions. Higher education institutions are increasingly being asked to justify the use of public resources. Financial accountability initiatives for higher education proliferated in the early 1990s as recession struck and public higher education in many countries experienced declines in public support. Governments began to enact laws and policies that require higher education institutions to demonstrate efficiency, quality, and sound stewardship of public money, hoping that through such measures, universities would become better custodians of public funds leading to better and more efficient utilization of limited resources. In Taiwan, higher education has experienced a dramatic expansion, at the expense of each higher education institution’s funding. The National University Development Fund System was implemented in 1996 to enhance national universities’ financial autonomy. Under the system, national universities are no longer fully subsidized by the government and would need to attract alternative sources of income. This paper examines the evolution, autonomy and accountability of the funding of national higher education institutions in Taiwan. |
