| 摘要 | 台鐵一直以來擔任國內客貨運輸的主要運具，但近年來大小事故頻傳，不但對社會造成衝擊也影響大眾對臺鐵之觀感。風險管理乃國外鐵路先進國家一向採用的制度，藉由安全指標的擬定觀察系統內部的安全狀況，當發生異常時能盡早予以修正避免後續更嚴重事故的發生。本研究旨在建立台鐵安全系統之績效指標，分別探討旅客、大眾與員工在系統中所遭受之風險，經由擬定的指標發現台鐵潛在之安全問題，並提出可行之改善方案，藉以提昇整體安全水準並減少事故的發生及衝擊。 Taiwan Railway Administration (TRA) always serves as a major mode for passenger and freight transportation in Taiwan. In recent years, there were many accidents happened in TRA, which resulted in negative impacts and impressions to the public. Risk management is an important mechanism in foreign rail-advanced countries. Through the development of safety indicators, safety conditions can be monitored and any deviations from normal operations can be corrected to avoid serious accidents. This study attempts to develop safety indicators for TRA to analyze the risks on passengers, public, and workforce. The indicators can be used to find out potential safety problems and to propose alternatives for improving overall safety level and for reducing the frequencies and impacts of accidents. |
