| 摘要 | 不論從那個角度來看臺灣過去百年的歷史，其所呈現的都必然是複雜的、多元的與變動不居的。尤其過去一百年，臺灣歷經了日本殖民時代、國民黨政府遷台戒嚴及解嚴時代，不但政治複雜， 本地的社會變遷、文化衝突、族群融合等也都充滿了矛盾與詭譎。而臺灣這些問題的歷史過程及未來發展，語言的觀察，就提供了許多重要的線索。語言的本質，雖是自然約定俗成的溝通工具，但當政治、社會、文化起了人為因素的街突與矛盾時，語言就經常成為「被管理」與「被約制｣ 的對象， 而形成了一種人為控制主導下的溝通工具，不再是純然的約定俗成。因此欲觀察一個地區或一個社會的各種歷史，則語言其實是最直接的管道之一， 臺灣就是一個典型的例子。本文從語言政策、語言計劃、及語言教育三個方向著手，省思臺灣的過去與未來，即是由上述角度出發的研究。也藉以表示，在進入新世紀時對這塊土地的關懷。 The history of Taiwan in the past centuries, viewing from various angles, is completx, plural, and transitional. Particularly during the last hundred years, Taiwan has been through Japanese colonization, Nationalist take-over, Martial Law period, which results in contrariety among political, social, cultural, and ethnical groups. The observation of language provides important sources of the historical process and the future development in Taiwan. Although the essence of language is to communicate, language sometimes becomes an object to be manipulated into certain tool of communication. Hence, to observe the history of a society or region, language is one of the most direct aspects. Taiwan serves as the typical example. This essay will survey three dimensions including language politics, language plans, and language education. By so doing we reconsi. der the past an d ~lu rth er prob lems of the land we love. |
