The subject is a flapping wing of 20 cm span used in micro ornithopters subject to the conditions of 13-15 Hz flapping, inclined body angle of 20 degrees and the upwind speed of 0-3 m/s. In the first part, numerical simulations will be performed through varying the density of mesh for half flapping wing profile with wind tunnel domain for varied flapping stroke angles 53° and 90°. 35 106/1 日政所 任耀庭 教授 會議論文 發佈 日本EU EPA-日本的農產品市場開放 , [106-1] :日本EU EPA-日本的農產品市場開放會議論文日本EU EPA-日本的農產品市場開放apan-EU Economic Partnership Agreement: Japan’s agricultural market access任耀庭日本-EU EPA;TPP;農產品市場開放;WTO plus;WTO Extra第八屆日本研究年會「全球政經新局勢下的日本研究」國際研討會2017年7月6日日本EU首腦會議確認日本與EU的經濟夥伴協定(Japan-EU Economic Partnership Agreement,以下簡稱日本EU EPA)達成基本共識,雙方希望2019年EPA開始生效。美國2017年退出TPP後,日本EU EPA成為目前日本達成的最大規模EPA協議,涵蓋6.4億人口,世界總GDP的28%,世界總貿易的37%,對日本及EU都具有重要的政經意涵。日本EU EPA達成的共識內容除了傳統的削減關稅外也涵蓋符合新世紀經貿活動所需的新規範,如農產品貿易自由化‧動植物檢疫措施(SPS)‧農產品與食品地理標示(GI)、技術貿易障礙(TBT)、通關便捷化、電子商務、國有企業、政府補助及政府採購等WTO Plus的自由化相關措施,以及競爭政策、智慧財產權保護、短期商務旅行、勞工權益保護、環境保護、公司治理、中小企業、農業合作、政府投資者紛爭處理(ISDS)等WTO Extra的措施。國際政經的意涵而言,日本EU EPA共識的達成具有提升現行WTO架構下經貿活動能量的意義。另外美國川普總統2017年退出TPP導致世界沉陷在保護主義抬頭的疑慮中,日本EU EPA內容共識的達成傳達日本與EU延續TPP自由化精神開創21世紀世界經貿新規範正面迎戰保護主義捍衛自由貿易的重要訊息。 日本與EU都是已開發經濟體,雙方也都各自採取保護國內農業的政策。日本EU EPA的農產品貿易談判格外受到世界矚目。日本在與EU的EPA農產品貿易談判,基本上延續TPP談判架構進行,在農產品市場開放上做出大幅度的讓步以交換EU汽車為首工業製品及服務業的市場開放。zh_TW國際台北校園20171110~20171111是TWN第八屆日本研究年會「全球政經新局勢下的日本研究」國際研討會淡江大學-台北校區2樓

This is so called “direct method”. But the drawbacks of the direct method are: laborious deployment of sensors, time-consuming, and not portable. Following the previous Yang’s works (2004) in indirect method by using a passing test vehicle as a message receiver of bridge response, this study regards cross winds as lateral excitational sources to detect the lateral bridge frequencies from the lateral response of the moving test vehicle. To account for the wind-vehicle-bridge interactions in performing dynamic analysis, an iteration-based 3D vehicle-bridge interaction (VBI) finite element method is developed. The samples collected by distributing questionnaires and 363 valid questionnaires received. We use the structural equation model (SEM) by implementing SPSS 17.0 and LISREL 8.80 to empirically explore the relationships. The results show that moral paternalistic leadership (PLM) positively affects PC. In the other hand, authoritarian paternalistic leadership (PLA) positively affects TI. A perfect-prog approach that utilizes the Joint Typhoon Warning Center (JTWC) best-tracks is adopted and the 10 best historical track analogs are selected from the 1945–2009 JTWC best-track file. The goal is to determine (i) the set of installed DCs, (ii) the set of customers the DC should work with, how much inventory each DC should order and (iv) the distribution routes for physical retailers or online e-tailers (all starting and ending at the same DC). 53 105/1 水環系 蔡孝忠 副教授 會議論文 發佈 西北太平洋颱風快速增強之機率預報模式開發 , [105-1] :西北太平洋颱風快速增強之機率預報模式開發會議論文西北太平洋颱風快速增強之機率預報模式開發佘佳宜; 蔡孝忠; 張麗秋105年天氣分析與預報研討會論文集颱風強度快速增強(Rapid Intensification;簡稱 RI)為目前颱風預報中最具挑戰性的項目之一。根據美國國家颶風中心(National Hurricane Center)之定義,熱帶氣旋之中心最大風速若在24小時內增強達30 kt以上,則將該案例之強度變化認定為RI等級。本研究採用 Tsai and Elsberry(2014)之颱風強度類比預報模式(Weighted Analog Intensity Prediction;WAIP),配合SHIPS開發資料(Statistical Hurricane Intensity Prediction Scheme Developmental Data)之大氣及海洋環境變數,嘗試開發未來24小時 RI 發生機率之統計預報模式。本研究使用2000-2012年之颱風個案資料,採用羅吉斯迴歸(Logistical Regression),配合Hosmer-Lemeshow 適合度檢定、ROC(Receiver Operating Characteristic)曲線下方面積(Area Under Curve; AUC)、敏感度、特異度及準確度等校驗指標,討論預測變數(predictor)的最佳組合。初步研究結果顯示, 相較於僅採用SHIPS資料的預測模型,以 WAIP 模式搭配SHIPS大氣海洋環境變數所建立之預測模型,其預報校驗AUC值可達 0.83,表示此模式具有良好的判別能力。此外,模式之敏感度、特異度和準確度皆優於其他預測變數組合之預測模型,因此建議使用WAIP搭配SHIPS大氣海洋資料進行24小時RI機率預報模式的開發。本研究並進一步應用類神經網路(Artificial Neural Network;ANN),討論人工智慧理論對於24小時RI機率預報模式的改進效果。測試結果顯示,以非線性ANN方法建立預報模式,其預報測試組之敏感度可較原始模式提升 12.57%。本研究亦將TCHP相關因子額外納入 ANN進行訓練,模式預報測試結果可優於原始模式,其中以原始 Model A 配合 ATCHP之模式表現最佳,訓練組及測試 組之敏感度可較原始模式分別提升 10.3%及

Theoretical models are proposed to account for these distributions, based on parallel (Fermi) and perpendicular (betatron) electron heating due to deformation of the magnetic field lines [1]. Recently, Wang et al. (2014) made a statistical analysis of the variation of the electron pitch-angle anisotropies during geomagnetic dipolarization events using THEMIS data [3]. They found that, after the dipolarization, pancake type (perp temperature > parallel) anisotropy increases when the electron energy E < ~1keV, while cigar type (perp < parallel) anisotropy dominates for E>~1keV. Each chromosome is represented by grouping, stock and stock portfolio parts. The fitness function that consists of portfolio satisfaction, group balance and diversity factor is designed to evaluate quality of chromosomes. The diversity factor is used to make the numbers of stock categories in groups as similar as possible. The genetic operations are then executed on population to generate offspring to find the near optimal group stock portfolio. Finally,

The vehicle-bridge interaction (VBI) takes places in such a coupling system (see Fig. 1). To solve for the two sets of equations of motion each written for the running train cars and bridge, which are coupled, the VBI system matrices must be updated and factorized at each time step in the time-history analysis [1]. This is a rather complicated procedure for a high speed train that consists of a number of vehicles running on a bridge. Adopting a uniform linear array (ULA) based photo-detector, the angle of irradiance and incidence of W-LEDs and photo-detector can be estimated by super-resolution techniques. Through Lambertian model, the corresponding distances can also be calculated. By forming geometric circles, 3-D target location can be determined via non-linear optimization of least-square (LS) criterion. A perfect-prog approach that utilizes the Joint Typhoon Warning Center (JTWC) best-tracks is adopted and the 10 best historical track analogs are selected from the 1945–2009 JTWC best-track file. A development sample from the 2000–2009 seasons is used to develop an intensity bias correction and an intensity spread calibration.
