| 摘要 | This article explores how public service media (PSM) is addressing the new challenges posed by the streaming television era. For example, the BBC and ITV have launched BritBox, a new streaming service, to combat the increasing power of Netflix and Amazon in the UK. Similarly, the Taiwan Public Television Service (PTS) has adjusted to the streaming era by launching PTS+ (公視+), its own over-the-top (OTT ) platform (partly subscription video-on-demand (SVOD) and partly free), in 2017. This new platform allows for the ongoing production of high-quality and original content, including not only TV series but also documentaries and news. In addition, PTS promotes its copyrighted dramas (e.g., On Children (你的孩子不是你的孩子) and Green Door (魂囚西門)) by licensing the rights to international streaming platforms, such as Netflix. Given such measures, this research explores a number of questions related to how Taiwan PTS has transformed and adjusted to the streaming television era. First, what is PTS’ distribution strategy? In other words, what is the position of PTS+ in relation to public values and principles? Then, what strategies has PTS taken in the face of strong competition from Netflix (and other commercial SVOD services)? In short, this study focuses on the place of PSM within the contemporary media landscape (SVOD), paying particular attention to the development of its future multi-platform distribution strategies, by interviewing key figures at PTS and reviewing documents such as trade papers. This research is ultimately expected to contribute to a new model of PSM in this streaming television era. |
