摘要 The Information Office of State Council of the People's Republic of China issued the 2004 Defense White Paper on 27 December 2004, the fifth of its kind since 1995. The 85-page document, composed of ten chapters, is intended to illustrate China's national defense policies and the military modernization process of the People's Liberation Army (PLA) over the past two years. The white paper condemns Washington for continually supplying sophisticated arms to Taiwan, in spite of its repeated commitment to adhere to the oneChina principle. Meanwhile, it criticizes Taipei's attempt to split China through the formation of a so-called new constitution. The document reveals that China's national defense budget has long been relatively low, amounting to only 5.69% of that of the United States in 2004. However, many sources suspect that a large proportion of China's military expenditure is hidden in the budgets of non-defense departments. It is widely believed that its actual defense spending is two to five times greater than that of the figure released publicly. Claiming that its military strategy is defensive in nature, the highest guiding principle of the PLA is to "win local wars under the conditions of informationalization." The white paper, along with the Anti-secession Law, constitutes the core of Beijing's three types of warfare against Taipei -- psychological, media, and legal warfare.
